If College Football had relegation

The NFL has proven that the more legitimate teams and the greater the parity the more fans and the more money. College Football should go the same way. There are a few things that I think are necessary to level the playing field somewhat and drastically increase the number of legitimate teams and important games.
1. Play an even amount of home games and away games. It’s crazy that some teams have 8 home games and 4 away games and most of these teams happen to be the better ones. The major level teams need to be willing to give up some home games and the minor level teams need to be willing to give up a payday. In the end it benefits competitive balance tremendously. 75% of home teams win. It also helps teams build programs by building fan bases.
2. Playoffs. IMO it should consist of every single champion in a league as well as now 5, but under my new system 6 at large bids. Under the new system an 8 team playoff that allowed bids to the 5 major conference champions and left the other three as at large would be allowable because it would increase the importance of promotion.
3. Have a relegation/promotion system. Each region has a first and second tier. The champion from the tier 2 and the team with best record that is not the champion are promoted up. 2 teams with the lowest records in the first tier go down. Tie breakers are done based on record from previous season. If those are tied then go to the following years.
a. Teams would be linked to specific first tier and second tier areas. 5 major conferences would keep their names while the lower conferences would be renamed whatever.

Big Ten/Great Lakes Region: Northern Illinois and Cincinnati move up. Purdue and Indiana move down. Imagine how exciting this would be and what it would mean to build a program like N Illinois.
Why it’s awesome:
1. With the 6 home 6 away rule and 4 conference home games they could host a random number of Michigan, Penn State, Louisville and Northwestern. That’s 4 sellout games and a program builder right there.
2. Imagine the final game of the year with OSU 6-5 and Michigan 6-5. The winner gets to knock the other down to the tier 2!
3. Imagine the final game of the year with Ohio 9-2 and Cincy 8-3. The winner gets to move up an entire level.
4. Forces teams like Indiana to invest more in their football team.
5. Is somewhat short term. If Minnesota has a down year and they do poorly they move down but can move back up the next year with a championship or great record. If Houston has a fluke year and moves up and can’t compete at the upper level they move down

I actually do kind of like that idea. I think it would be a very hard sell to some more BCS Automatic Qualifier-centric fan bases and institutions, but it would eventually lead to greater parity and could wind up being a lot of fun to watch every season.

Even if it was just a 1 up 1 down scenario. Imagine winning the MAC and your reward is OSU, Purdue, Penn State and Illinois at Doyt Perry Stadium.
