WVa used to require a club membership before you could purchase booze. Went for a week long convention and joined about fifteen clubs before I left. The main requirement for membership in a club was to pay a dollar. The other requirement was- well, there was no other requirement. My wallet was stuffed with little paper membership cards by Friday.
My wife and I had a lengthy layover in Miami two years ago and got a slew of free local brews at the airport in little tiny glasses which we were told to keep as souvenirs.
