Confirmed today by John Wagner, he'll be eligible for the 2014 season.

Dieter is leaving SMU because his position coach left. He is on record stating he is coming to BGSU due to fact it was high on his list in the first place and he really liked the staff while being recruited here. He becomes eligible with BG in 2014.
Will the current staff still be in place then? A good chance they will not be.
