Agreed, some players might go that route. There would be numerous, decent players on major rosters who feel they aren't getting a "fair shake" and would be happy to transfer down for more PT. And then some players might choose to transfer every year, transferring to programs that have an immediate need at their position. The bad outcome is that D1 rosters become volatile (especially if players are allowed to transfer at the last minute). The good is that programs would be able to fill needs more quickly. Coaches would need to informally re-recruit their players every year. On the other hand, mediocre players an ALL levels would be more susceptible to facing increased competition for PT due to incoming transfers.
The fallout would be extremely interesting. It would be utterly fascinating to track player movement among programs/levels/conferences. Without the friction of the one-year waiting period, the result would be much like an open market for players and programs.
