Agreed, some players might go that route. I doubt if the entire all-freshman team would take that step, or that the OSUs or MSUs of the nation would always want them over the players already on their rosters.

There would be numerous, decent players on major rosters who feel they aren't getting a "fair shake" and would be happy to transfer down for more PT. And then some players might choose to transfer every year, transferring to programs that have an immediate need at their position. The bad outcome is that D1 rosters become volatile (especially if players are allowed to transfer at the last minute). The good is that programs would be able to fill needs more quickly. Coaches would need to informally re-recruit their players every year. On the other hand, mediocre players an ALL levels would be more susceptible to facing increased competition for PT due to incoming transfers.

The fallout would be extremely interesting. It would be utterly fascinating to track player movement among programs/levels/conferences. Without the friction of the one-year waiting period, the result would be much like an open market for players and programs.

It would be Free Agency for college football. I would bet teams like OSU and MSU would hold a handful of spots just for these transfers.

One way to manage this would be to put a cap on the number of transfers a school could accept in a given year. That way, the BCS schools could not use non AQ's as a farm system.

Quick thought. If they want to make it easier for players with good grades to transfer, why set the minimum GPA to that of a C student? Why not set the minimum GPA to something higher, say 3.6 instead of 2.6. That means the student is not just doing well in academics, he / she is flat out excelling given a course load plus a practice, conditioning, and game schedule. The proposed rule rewards mediocrity.
