They may not be able to, you're right. I know they're supposed to use it for specific stuff to advance the program, not operating budgets, but who knows if there is anything about coach buyouts specifically.
I think we can safely say we know Mr. Frack understood the value of coaching since he wrote a separate large check to pay for Jans's contract.
