Great design.
Their AD has been trying to rebrand Buffalo as essentially "New York State University," comparing them in the last sentence of the release to the likes of Michigan State and Ohio State. That takes someone with either prodigious ambition or a complete lack of knowledge of the history of that market. In his case he happens to have both.
As Lord Byron and others with knowledge of the region will know, Syracuse has tried to fashion itself recently as "New York's College Team," specifically in the NYC area. Its been somewhat effective with basketball games in Madison Square Garden due to the success of the program but a recent football game vs. USC at Met Life Stadium was sparsely attended.

Correct, generally Syracuse is the team that most of NY north of NYC follows and also a significant hoops followint in the city.
As far as UB, early in this century, Tom Golisano, who founded Paychex (from which Bob Sebo made his fortune) was going to donate a huge amount to the UB football team if the college would change its name to New York State University. They turned him down.

Since there are only three D1 football programs in NY, Buffalo really would like to fill that niche.

Buffalo's former AD Bob Arkielpane departed in 2003 and the article explaining the Golisano situation was in 2002. Connection?

Maybe it's just me, but if I was a UB alumni, I'm not sure how thrilled I'd be to changing the name of my university. I'm sure I don't have all of the info regarding the "SUNY system," but it's the first thing I thought of when I saw that graphic on the court where the focus is on NEW YORK not UB. 
"Regarding BGSU, I would think their biggest strength is that they never give up, They never slow down and they battle hard even after the other team scores. We have to be on our game and never, ever take the foot off the gas for a second."

There is no name change. UB has always been officially called "The State University of NY at Buffalo."
