Thanks all. A lot of stuff going on right now so the frustration from this is just fueling the fire...
We had sanded the wall down, but some of the bumps (clearly roller marks from the other paint) were still there. Some of them we got all the way back to the primer and they were still present.
One wall we have done twice (spackled, sanded, washed, painted) and it looks just as bad, if not worse, than the first try.

Based on the comments..... I might know your problem.
It could be an issue of previous paint. Certain paints will not adhere to other types of paint. ie: latex over an oil base.
Now I realize that being an architect I suppose to know what paint can be applied over what paint..... but I don't. We leave that to the contractor to investigate and determine the proper product. But there is hope. Go to a real paint store.... not Lowes or Home Depot - those people are nice, but they don't know jack. Explain your problem to the real paint store people and they might be able to provide assistance. There is probably a primer or a technique to resolve your issue.
If you can peel a bit of the original paint off for the Real Paint Store people to review that will be helpful.
If you were local - I could get a manufacturer's rep to review the issue. Maybe you know someone in design or construction up north who can help you.
