When my parents packed my lunch for me, I had a sandwich (ham & cheese, tuna, PB & J, or some other lunch meat), a little thing of apple sauce or a bag of grapes, and then a little bag of pretzels, chips, or a pudding cup. They also packed me a thing of lemonade or gave me money to buy milk. Now, this was in elementary school, when we only had one option for lunch. In elementary schools, kids still traditionally get one option for lunch. Once they hit middle school or high school, they'll get 2 or more options for the main dish. I think I only packed my lunch 2 or 3 times from 7th grade to 12th grade, combined, but I packed 1 or 2 days a week in elementary because I didn't like the lunch for that day. It's not that I was a picky eater (trust me, I did and still will eat pretty much anything for a meal), but there were just some things I didn't like that the other kids seemed to love, or that the school cafeteria couldn't seem to cook like my mom cooked them and so they didn't taste right.
If this school is going to mandate that every child must eat lunch at that school, then they better have multiple options available for the kids to eat. Or, they could allow kids to pack their lunches, but all packed lunches must go through a screening process where all of the crap is taken out of the lunches and the kid gets the rest. Lastly, I would just claim my child has a food allergy so I wouldn't have to deal with this crap. Can they legally require medical documentation?
And as for cookies in a lunch, I see no problem with one or two. Sometimes I would get 2 fig bars in my lunch box as a little surprise. Of all the cookies, those are probably the least harmful.

This is probably going to get to political so I'll try to keep it brief. So the inabilities of a few, makes it necessary to remove another freedom from parents in how they raise their children. And the money issue is a big deal. Sure 11$ some dollars for one kid doesn't sound unreasonable. But how about those of us that have more, like 3 or 4. You're talking almost 120$ a month just on lunch. Good lord that is almost 1/4 of what I spend for an entire month for my family of 6. This policy couldn't be more asinine. Without a doubt I would pull my kids from any school/district/stated that implemented this.
