Falcons hunting at Doyt L. Perry Stadium?

Post soccer and snack, I was driving my kids around, took a spin around Doyt L. Perry stadium, and noticed a bird near the south-east gates, on top of some kind of dead animal. I was going to shrug it off as a Red Tail Hawk having gotten a rabbit or something. But as I got along side, I noticed how small it was, that it had a pigeon, not a rodent, and head. I was able to get a few poor quality phone pictures, but anything better would have required getting out of the car and spooking it. Plus it seemed to still need to choke the life out of the bird it had.

I've seen many Red Tails, on campus and otherwise. This however just did not match the size, place, prey, or visual look of a Red Tail. The eyes had that near black quality Peregrines have. Given that we have have Peregrines as nearby as the Wood County Court House, I was pondering the chances of Peregrines having found the light poles, perhaps having started to prey on the ample supply of pigeons that are under the stadium. Even if the odds might favor it just having been a small Red Tail, might be something to watch for out there.
