Yes.
When non-BCS teams go to BCS bowl games the money is divided among ALL non-BCS teams. The team that makes it into the BCS gets the largest cut, the conference of the team gets a decent cut as well. The rest is then divided among all the rest of the non-BCS teams. I don't remember what the exact percentages are though.
The money won't be anything earth-shattering though. The BCS does a good job dividing that money among all the non-BCS schools to ensure that none of us can ever "rise up" to that level on a yearly basis. They'd hate that.
Two things need to happen for Ball St. to make the BCS. One they need to both Utah and Boise to lose. Two they need some love from the pollsters. This yeah with the Big East being so bad, they just need to finish ahead of them.

Out of all the non-BCS teams, Ball State has almost no chance. Their sked just wasn't strong enough. This year just wasn't a good one to try to be a BCS buster.
