That was how the deal was originally explained.

With the collapse of of the Silicon Valley Classic, the WAC is down to two bowl games: the game in Boise and the game in Hawaii.

Fresno State and Boise State are going to go to bowl games before anyone starts worrying about Louisiana Tech. And it would appear they can't get Louisiana Tech into the GMAC Bowl without leaving Boise State or Fresno State without a place to play.
