I do not. I've used Paint and a open source program called Irfanview. There are probably even better open source programs out there,

Actually: I also use Microsoft Publisher to layer the photos, then export as a .jpg. It's a little finicky -- you'll have to get the Page Set Up to match the size of the photo.
