Spending 10x that to replace a serviceable structure you've recently sunk millions into while you're cutting budgets elsewhere. Good luck selling that lunacy.

they've sold it before, when they spruced up the crumbling decaying ice arena. not that most hockey fans weren't happy to get ice that actually froze. but mostly they spent those millions on the innards--the face is still plenty wrinkly. :-D
