Hmm, that's the first I'd ever heard of that. Did they want to do away with redshirts or something?

That was part of the thinking. They were tossing around the idea of giving everyone five years of eligibilty. It also had something to do with most students averaging 5yrs anymore to get their bachelors and this was supposed to reflect this average.
