BGSU could not move hockey into D-II without moving its entire department down to D-II status. I don't forsee that happening.

Schools cannot have sports competing down a level. They can only have one team per gender competing up: ie, men's and woemn's hockey. There are sports where there are no divisions, thus that will not count against that school, so they could possibly have more than two teams competing in D-I and still be a D-II school. (ex--Wayne State had men's and women's hockey at D-I, and also fencing because fencing has no divisions. They're pretty freaking good at fencing too, if I recall.)

Now this part I could be wrong, but I am pretty sure that the NCAA changed its rule and no longer allows schools to move a team up a division without moving the entire athletic department up a division. Ie--Adrian could not say 'hey, our hockey team is successful, let's move it up to D-I so we can award scholarships' without moving its entire department up to D-I status. Any teams already competing up at the time of the rule change were grandfathered in and were allowed to stay.
