Unless the NCAA has different rules for hockey, Carpenter is eligible for a medical redshirt as far as I know. I'm a freshman on the cross country team, and I'm in the process of applying for a medical redshirt this year. As long as the NCAA considers his injury "incapacitating", Carpenter should be eligible for a medical redshirt. Also, I see from his bio on the athletics website that he played hockey for a team for 2 years after high school, but before enrolling at BG. I'm not familiar with athletes taking time off between high school and college (which I think is normal for hockey players), so that could impact how many total years of eligibility he has.
