I believe the punishment in this case did NOT match the offense.
That's the first I've heard that BUFFO repeated the offense - in this matter and in any others. Perhaps there was some grating against the current adminstration. The punishment didn't fit the crime, a suspension would have been in order, not termination of Buffo

The punishment didn't fit the crime, a suspension would have been in order, not termination of Buffo
BUFFO was initially to be suspended. But it became a rather simple matter to allow the suspension to continue indefinitely. Nuisance removed because memories are short.
