Wow! I guess that stomp was the straw that broke the camel's back, since his speeding offense tick place before the bowl game.

Does he go above or below Omar in the draft?

no one knew the speeding ticket (and driving with a suspended license, which is a lot bigger deal in VA) until today though. Someone kept quiet, whether it was Vick not telling the coaches, or the coaches not telling so they could play him in the bowl. but that news just broke today too.

Omar will go ahead of marcus vick. Teams will pass on marcus and a team like the Raiders would be one of a few to draft him. He hurt his stock by getting kicked off of a team after being on a year probation for an earlier incident.

Sadly, NFL teams probably aren't too concerned with Vick's off the field troubles.

He might have a higher value as a kick/punt returner and special teams player, ala Josh Cribbs.

He's not as good of an athlete as his brother, but he is more polished as a quarterback than his brother was at the same time in his development. Somebody will draft him.
