You're exactly right. Actually, we stopped putting the registration stickers on the plates about 7 years ago. In Philly, the bad guys will simply cut the corner off your plate so they can resell and/or use it on another car. Happened to Mrs. 87 just after we got married.

Don't know if it is still available, but "BEAT UT" was not taken. You could get it with the BG plates. Just don't want to drive around UT. Or use "BEET UT". Of course, I also think "BEAT BG" was also available. I tried to get my sister, who is a UT grad to go along with me and she would get the UT plate and I would get the BG version, but she didn't want to bite. Got the idea from someone with an OSU plate that drives around Columbus with a "BEAT UM" plate.
