I'm not sure about their records against the other conferences, but just look at the teams. Florida State sucks. Miami sucks. Maryland is mediocre. Georgia Tech is overrated because they had that one great win against Georgia. Freaking Wake Forest is one of the conferences elite teams! I don't think the top of the ACC (VT, BC) matches up all that well to the top of the Big 10 (Ohio State, Penn State). I do think the ACC has more depth, though. I think GT, Miami, FSU, NCSU, UNC, Clemson, Maryland, and WF as a group are right now a step above MSU, Iowa, NW, Minn, Wisc, and Illinois. I think the conferences are pretty even.
However ... I think Utah, TCU, and Boise State would have all swept all of those middle of the road teams I mentioned and at least split OSU, PSU, VT, and BC. Issue is we won't be able to tell how good Utah, TCU, and Boise actually were week to week until they start playing those sorts of teams week to week. Boise played one huge one in Oregon and took them down. TCU played one great game vs Oklahoma. Outside of Texas, I'd say TCU had the best game all season long against the Sooners. They also beat a decent Stanford team. Utah played Oregon State not long after the USC upset and won. They also beat Michigan, but so did 8 other teams. Each of those was nice, but there was only one or two big teams for each. I'd like to see more of those games each year, not just one for each team, and that would give a measuring stick of how good these teams really are.
2004 Utah:
Texas A&M (finished 7-5) won 41-21
Arizona (finished 3-8) won 23-6
North Carolina (finished 6-6) won 46-16
Pittsburgh (finished 8-4, Big East champs) won 35-7
I still hold 2004 Utah as the best non BCS team of the BCS era. They went 4-0 vs BCS teams, including a conference, albeit weak conference, champ. If teams like Utah happen more, I really see less of an argument that they can't play week in week out vs the best teams.

The Big Ten is overrated. Last year, the ACC sent 10 teams to bowls. BTW, every time OSU plays a team against other conf they get wasted.
Tell me...what makes the Big Ten so great these days? Indiana blows...Michigan blows worse. Iowa never does anything great. Purdue sucks. Illinois is up and down. MSU, MN and Wisky are decent teams. Other than OSU and Penn State, what makes the Big Ten so great?

Who has the Big Ten beaten out of conference over the last few years (the down years)? A shitty Michigan team who lost to App State crushed defending national champion Florida gaytors.. Again, not close.
Wisconsin Smashed SEC Auburn in the capital one bowl a few years ago.
Then they beat Arkansas the following year. Yet anothet Big Ten victory over the SEC during the big ten's 'down' years.

Imagine for a minute, you'd have an intermountain conference of TCU, Utah, BYU, Boise State, Fresno State, Nevada, Hawaii, and 1 other school.
