seems if they know all the 'hoops' involved; they would plan for it . . . but I come from the 'private' side of industry - Purchasing too!
But I guess I've made planning mistakes too. ;-)

You can plan all you want, but when you're dealing with Ohio's Attorney General and their almost funny contracting process, I'm amazed any work gets done.
