My opinion is the complete opposite! I've always loved the look of the library!!! My very first visit to the BG campus was on a high school field trip for the GTCTM test (a math test). The library is what I remember seeing first and was fascinated with the mural on it! I thought it was really neat! I was thrilled when it got refurbished!!! I also spent a LOT of time in there as a student and would "borrow" some of the private study rooms upstairs to hole up and write lesson plans and make materials during my first few years of teaching after we moved back to BG. Never got anything productive done at home, so I would go there for a few hours to get work done for school on many, many Sunday afternoons.
I agree that the outside decks are wasted space that needs a lot of work, but the library itself, LOVE IT!!

In short, no.
You would have to totally reconstruct the roof structure, such that you would have to close the wing and rebuild. Of course, this would be required if you built-out from the existing second floor, and Tech seems to have heard that is their thought. The roof leaks like crazy anyway. The best long-term approach might be to simply shut a wing down, build-out the second floor, and put a green roof on top of the expansion.

It always freaks me out to look out my office window and see guys mowing the downtown library roof.

Actually - I think you can. These materials are pretty light compared to people running around up there. That deck probable can hold 125/150 Lbs per SF. You can get plant materials and green roof systems that weight less than 15 #/SF. It might require repairing the deck if there are leaks already, but greening the roof would help with heat gain, storm water run-off and water filtration. And would be a great project area for the biology department.
