I think the bird is going on the Wooster side of the building.

Kinda hard to tell how far it will be away from Wooster, but it looks to be in the general area of where they are pouring the concrete.

Also, they appear to be done pouring now and there is a fairly large slab there with a bunch of re-bar sticking up that could be to hold more concrete...or a huge falcon bronze bird!

The picture doesn't take into account how close the building is to Wooster, the bird is going to be super close to the road if it stays in the spot the picture has it in, not that there's anything wrong with that
