Nobody is stopping you from standing in the stands. The set doesn't mean you have to sit.

Or out at the RV making sure the beer stays cold and the grill stays hot for after-the-game celebrating! The area behind the north goal judge has been roped off. No one stands there anymore (not that they did much anyway). I'm sure its for media use only, although the glass is so bad there that no media personnel would ever stand there.
The EMTs/paramedics stand by the door the team enters/exits the ice. That is also for authorized personnel only.
The area where the zamboni enters and exits the ice is "open," but roped off. I don't know why. I usually take my small sliver of glass to shoot through and then the other 15 feet is where the ice arena student staff stands, but they don't take up a lot of space.
Not sure why they got rid of all that room... it was fun talking to the fans and seeing them along the boards. There are no signs that say reserved for media, either.
And, btw, the media didn't ask for it, either. In fact, I lost some good glass to shoot through.

There is a real simple solution. If there is space for 7 "boxes" and only 2 or 3 are doing to be used, why not only set up those few and open the rest for standing room. Make is common kmnowledge that the amount of standing room will varry with the number of "Boxes" in use that particular night.
