How do they pick up that holding penalty? What in the world?

I can see missing a call. But it was a blatant hold and they called it and then picked it up.

Sweet Jesus, this is awful.

He was literally still holding him when they were out of bounds and he pulled his hands off him. Then hey call a penalty on the guy for trying to get he other guy to stop holding him
