2023 rule changes

Three proposed rule changes have been approved beginning in the 2023-24 season.

1. A team cannot call consecutive timeouts.
2. Penalties at the end of the first or third quarter will be enforced on the next quarter. No more untimed downs for a defensive penalty to conclude a quarter.
3. No more clock stoppages after first downs.

Obviously the last change is going to have a significant impact on the college game, and betting lines with the books.

The middle-ground to me is obvious in that you employ a running clock in blowout games, much like is done in high school games. This will fundamentally change how a majority of schools will play the game.

Only do it the last two minutes of a half. College football games have gotten way too long, especially when they are not even close.

I would rather see them run the clock on incompletions of less than 20 yards...that would speed up the game

Only do it the last two minutes of a half. College football games have gotten way too long, especially when they are not even close.

From what I've read the clock will still stop on a first down within two minutes of the end of a half.

The other thing the NFL does, not sure what college does, is running out of bounds only stops the clock at the end of the halves as well. No idea of college stops the clock on that or not.

I honestly have no idea what the solution is, but having the average college game take 3:30 where NFL games are over in 3:00 sucks. Moreover, college seems to have far more major outlier games (especially if they go to OT). I assure you that everybody that attended that EKU game last year didn't care who won by the end, we just wanted it to mercifully come to an end.

From what I can find and what I remember, the college rule already matches the NFL. If you run out of bounds, the clock stops, then restarts as soon as the official gives the ready for play. Unless you're in the last two minutes of a half, then it starts on the snap.

This is basically what the old rule was for all first downs as well. A brief stoppage of the clock until the official gave the ready for play signal.

Well done NCAA! With games pushing 4 hours and TOP essentially being irrelevant in todays game this is a good move. Part of what makes the NFL great is that every possession is huge, most eat up 3-5 minutes at least. College has far too many possessions anymore in my opinion
