Pete is the practice goalie. Always has been, always will be. His role on the team hasn't changed since the day he was announced as the third goalie. Evola is a backup. Rose's first injury/surgery happened at a time where it was convenient to bring in another goalie as who could be a backup to Stoever, if needed. Again, he knew exactly what his role would be when he came to the team. While keeping 4 goalies on the roster isn't normal, no team in the country has 3 goalies competing for game time. There's not enough games for that to be a viable option.

No matter how ridiculous a scenario you concoct, Peter Eigner will never see regular playing time. Period. The only difference between Pete Eigner and Brett Rich is the department their fathers happen to work for. Pete was never expected to see playing time. Neither was Rich before him. In fact, never has a third string been expected to play in a game outside of mop up duty.
