The 3rd QB is a roster exemption in the NFL. They don't count on your active roster on game day, but you can only use them if your first 2 QBs are hurt. If you do bring in the #3 QB (before the 4th Quarter) you cannot bring either #1 or #2 back into the game.
There is no such exemption for a 4th QB. With only 53 roster spots, there's no way that they'd use 4 of them on QBs.
