If I remember right, they factor in success of the teams, attendance, spirit/buzz, affordability, etc. Having a winning season or winning a championship in one year can improve your rating dramatically.
I remember about eight years ago Detroit was #1 thanks to a Red Wings Stanley Cup run, and a (don't ask me how this is Detroit...) a Michigan national championship in football, even though the Lions and Tigers had abysmal seasons.

The writers of the poll are obviously trying to make a joke or a point about Tampa that their fans are poor. The Lightning won the Stanley Cup and nobody cared.
