I've heard rumblings to that fact, but I'm not sure they really effect Omar a whole lot. They're geared towards changing things for first round picks, specifically those taken in the top 10. I'm not sure how much change is going to happen to players drafted in the 2nd round and beyond.
The problem is that every year the guys drafted in the top 5 become the highest paid players at their position. Kellen Winslow is the highest paid TE in the league (unless Gates' contract passed it). Ronnie Brown is one of the highest paid RBs & Alex Smith is one of the highest paid QBs. The salary structure, especially in the top 5 is way outta line with the rest of the NFL. The thought is that they'll move towards something like basketball and have set salary structures for players picked at each pick.
Conversely guys taken in the 2nd round will get a signing bonus of $500k-$1million. It's good money, and definitely will change your life, but its not quite the $15-20million that top 5 guys get.
If Omar's looking to be a 2nd-3rd rounder I'm not sure getting in before the new agreement matters much. If he's valued at a first rounder it definitely behooves him to get into the '06 draft, just in case.
