This has not come up in a long time I dont think there is support for this in the current code base. There is integration with the USPS web service system that also does something similar

However, there is a script called bin/UpdateAddress.php which is a command line script that call and external webservice to geocode all addresses in the system. Modifying this script to call the NCOA web service (or use a csv file) and update the address should not be too hard for someone with php/mysql/civicrm skills

And in further trying to understand how email and snail addresses are updated along with their communication preferences, I did some testing and derived these Address Update Rules http://wiki.civicrm.org/confluence/display/CRM/Address+Update+Rules (which I hope are correct!).
